- The exchange of cryptocurrency is a lawful business activity regulated by the Anti Money Launder Act and Terrorism Finance Act. Cryptocurrency exchanges must be authorized by the financial intelligence unit. Digital assets are classified as property for tax reasons. In 2021, the Ministry of Finance in Estonia proposed regulations for virtual currency service providers which tighten the existing regulations.
